My article for The Telegraph:Sri Lanka’s collapse, from one of the fastest growing Asian economies to a political, economic and humanitarian horror show, seems to have taken everybody by surprise.
Five years ago, the World Bank was extolling “how Sri Lanka intends to transition to a more competitive and inclusive upper-middle income country”. Right up to the middle of last year, despite the impact of the pandemic, the country’s misery index (inflation plus unemployment) was low and falling. Then the misery index took off like a rocket, quintupling in a year.
What happened? There is a simple explanation, one that the BBC seems determined to downplay. In April 2021, president Gotabaya Rajapaksa announced that Sri Lanka was banning most pesticides and all synthetic fertiliser to go fully organic. Within months, the volume of tea exports had halved, cutting foreign exchange earnings. Rice yields plummeted leading to an unprecedented requirement to import rice. With the government unable to service its debt, the currency collapsed.

The Government wants to unleash innovation. If it were to be presented with a magic wand that could by 2040 feed millions more people, avoid tens of millions of tonnes of greenhouse gas emissions and improve biodiversity on hundreds of thousands of hectares, while benefiting the economy and reducing the footprint of farming, it would surely grab it.

The Government was right to make provision for a temporary and limited derogation for the use of the neonicotinoid seed treatment Cruiser SB on sugar beet for the 2021 season, although the colder conditions of recent months mean it will not be required this year.
The impact of virus yellows on last year’s beet crop for many growers was absolutely devastating and explains why the UK, after resisting in previous years, followed 13 EU member states in granting this emergency derogation. But I cannot help calling out the sheer hypocrisy of those in the organic and anti-pesticide lobby who portrayed the Government’s decision as heralding the extinction of all bees and other pollinating insects.

The agriculture bill before the House of Lords today offers a chance for plant breeders to make safer, more productive crops that need fewer chemicals. Britain has a long track record of safe and efficient plant breeding but the industry is unable to use the latest techniques because of a rogue decision by the European Union in 2018.
A proposed amendment to the bill would allow the government to consult on whether to use the same definition of a genetically modified organism (GMO) as most of the rest of the world. Doing so would exempt 90 per cent of crops produced by the new and precise method known as genome editing.

With tariffs announced against Brazil and Argentina, and a threat against France, Donald Trump is dragging the world deeper into a damaging trade war. Largely unnoticed, the European Union is also in trouble at the World Trade Organisation for its continuing and worsening record as a protectionist bloc.
Last month, at the WTO meeting in Geneva, India joined a list of countries including Canada, Australia, Argentina, Brazil and Malaysia that have lodged formal complaints against the EU over barriers to agricultural imports. Not only does the EU raise hefty tariffs against crops such as rice and oranges to protect subsidised European farmers; it also uses health and safety rules to block imports. The irony is that these are often dressed up as precautionary measures against health and environmental threats, when in fact they are sometimes preventing Europeans from gaining health and environmental benefits.

Any day now, the government of Bangladesh may become the first country to approve the growing of a variety of yellow rice by farmers known as Golden Rice. If so, this would be a momentous victory in a long and exhausting battle fought by scientists and humanitarians to tackle a huge human health problem—a group that’s faced a great deal of opposition by misguided critics of genetically modified foods.
